Guam and the other are required because they are US territories. They get a seat at the table, they just do not get a vote.

I noticed that in the article.. I'm not sure if I'm a bit slow or not, but I don't see the point in having both senate and congress, I wonder why one or both can't be scrapped and replaced by one new seystem that has say two representatives from each state and a representative from places like Guam and such?

Senators represent the entire state. Only two senators per state is allowed.
Representative represent individual districts within the state.
There are voting differences between the two positions; but in a nutshell . . .
It's really about giving each state a voice and to be represented in the national government.

Okay, so senate and congress get to do different bills and such at present, why can't say senate and congress be combined and have say two members from each state on the new set up and have them do all the new bills and such, is that giving to muc power to to few? If so, why does the president have so much power? Trump can at present vetoe both senate and congress as well as make other drastic measures like the new travel bans from a lot of European countries..

Never said the current, outdated, system was perfect. Its what we have though, thanks to the writers of our constitution.

It's all about checks and balances, Sandy.
Yes, the president can veto, but congress can override it with enough votes.
I'm glad he doesn't have to go through congress to take quick action to protect our people and our borders. It could take months to get everyone on the same page, if you even can. Not very efficient when there is a looming threat.
