Guam and the other are required because they are US territories. They get a seat at the table, they just do not get a vote.

I noticed that in the article.. I'm not sure if I'm a bit slow or not, but I don't see the point in having both senate and congress, I wonder why one or both can't be scrapped and replaced by one new seystem that has say two representatives from each state and a representative from places like Guam and such?

Senators represent the entire state. Only two senators per state is allowed.
Representative represent individual districts within the state.

Senators and Representatives differ in terms of the numbers present in Congress. There are 100 Senators in Congress; two Senators are allotted for each state. This number is independent of each state’s population. In contrast, the number of United States Representatives a state has is determined by the population of that particular state. There are 435 Representatives in Congress and each state has at least one Representative.

There are voting differences between the two positions; but in a nutshell . . .

Senators and Representatives differ in their abilities to author certain types of bills. While both Senators and Representatives are permitted to introduce bills, Senators are restricted from introducing bills that raise revenue, such as tax bills. The Senate is permitted to reject or make amendments to such bills however.

Representatives have some unique responsibilities from which Senators are excluded. United States Representatives are responsible for choosing the President in the event that the Electoral College is unable to provide a decision. Representatives are also expected to vote on whether or not to begin the impeachment process. A Senator, on the other hand, may be called on to vote for a Vice President if the electoral vote is tied. A Senator also has the power to vote to approve treaties and it is the Senate that holds trials for impeached public officials.

It's really about giving each state a voice and to be represented in the national government.

Okay, so senate and congress get to do different bills and such at present, why can't say senate and congress be combined and have say two members from each state on the new set up and have them do all the new bills and such, is that giving to muc power to to few? If so, why does the president have so much power? Trump can at present vetoe both senate and congress as well as make other drastic measures like the new travel bans from a lot of European countries..

Never said the current, outdated, system was perfect. Its what we have though, thanks to the writers of our constitution.

It's all about checks and balances, Sandy.

Yes, the president can veto, but congress can override it with enough votes.

I'm glad he doesn't have to go through congress to take quick action to protect our people and our borders. It could take months to get everyone on the same page, if you even can. Not very efficient when there is a looming threat.
