Usually it's not one simple thing that can be pointed out that can cause this speed difference you are seeing.
True, there's all sorts of variables, strange thing is that I do my tests at around 8.00 a.m. so theoretically that could count out people sucking up massive amounts of bandwidth, kids are getting ready for, or going to school and parents are getting ready for or going to work.. All our cabling is underground too, so theoretically the weather may have less of an impact, unless there's lightening about..

Yes they get lots of sweeties. Little kids come round,call dressed up with mum and dad. Look so cute. we dont mind little ones.
